Ukrainian President Volodymyr Zelenskyy, citing the Main Directorate of Intelligence, said a sizeable refinery in Kstovo, in Russia’s Nizhny Novgorod Region, has stopped production. He added that the plant processes around 17 million tons of crude oil annually.
