EU to Finalize Tax Reporting Overhaul This Year, Targeting 2027 for Simplification Bill

Author

The European Commission aims to complete a full revision of its tax reporting framework by the end of this year, with a separate simplification bill to be advanced for approval by 2027.

Benjamin Angel, director of the EC's Direct Taxation Department, spoke during an online conference hosted by the U.S. branch of the International Fiscal Association.

The simplification proposal would relieve large multinational groups from complying with certain EU anti-tax-avoidance rules and is expected to be approved by the end of 2027.

FAA Grants Boeing 777F Emissions Waiver Through 2030

Author

The U.S. Federal Aviation Administration has approved Boeing to produce and deliver 35 additional 777F freighters, enabling airworthiness certificates to be issued under the 2028 emissions rules. The waiver extends through December 31, 2030 and covers only the 35 newly built aircraft, Sina Finance reported.

Under the approved plan, Boeing may request original airworthiness certificates for up to 35 777Fs beginning January 1, 2028. The article notes Boeing expects to complete the batch in about 18 months at a production pace of roughly two aircraft per month.

The waiver does not provide a long-term exemption from emissions standards. Existing 777Fs are not affected, and the rules apply only to airplanes first certified from 2028 onward.

The framework relies on ICAO carbon certification standards. Some subsonic jets must meet new fuel-efficiency and greenhouse-gas thresholds from 2028, and the current 777F would otherwise have had to stop production by the end of 2027.

Binance Ends Last Price Protected Period for ONEUSDT Perpetual, Shifts to Standard Mark Price

Author

Binance announced that the Last Price Protected (LPP) period for the USDⓈ-Margined ONEUSDT Perpetual Contract will end at 2026-09-17 14:00 UTC. The Mark Price will gradually transition from the LPP mechanism to the standard calculation through a smoothing process intended to reduce abrupt price movements. The transition may take up to three hours, depending on price volatility and the availability of a stable index price. Trading will not be interrupted, and open orders and positions will not be canceled.

After the LPP period ends, the Mark Price will be determined by the function Median(Price 1, Price 2, Contract Price), with Price 1 and Price 2 defined by the formulas used for Mark Price and the Price Index in USDⓈ-Margined Futures.

The funding rate will also transition to the standard perpetual futures rules once the LPP period ends.

The capped funding rate for the ONEUSDT perpetual will change from +0.005% / -0.005% to 2.00% / -2.00% at 2026-09-17 14:00 (UTC). The schedule shows the maximum funding rate at 2026-09-17 08:00 (UTC) remaining at +0.005% / -0.005%, before increasing to +2.000% / -2.000% at 2026-09-17 16:00 (UTC), 2026-09-18 00:00 (UTC), and 2026-09-18 08:00 (UTC).

Binance stated that the funding interval will be adjusted from every four hours to every one hour once the previous funding rate settlement reaches +2.00% / -2.00%.

The notice also said that Binance may adjust contract specifications over time, including funding fee, tick size, maximum leverage, initial margin, and maintenance margin requirements, based on market risk conditions.

Judge Orders Google to Improve Ad Tech Integration; Remedies Set for Six Years

Author

A federal judge overseeing the U.S. antitrust case against Google’s ad technology business said that advances in artificial intelligence have changed the market landscape. The judge ordered Google to enhance its ad technology and strengthen integration with rival products.

The ruling follows last year’s finding that Google held an illegal monopoly in parts of the ad tech market, in part because of tying multiple products. The judge noted that emerging technologies, including artificial intelligence, make harsher penalties impractical.

The judge accepted Google’s view that the remedies should remain in place for six years rather than the 15 years sought by the U.S. Department of Justice, saying a 15-year term would be too long for a rapidly changing market. She also referenced a prior antitrust case’s view that remedies can be ill-suited for a moving target.

In a separate antitrust matter from the previous year, AI-driven changes to the search market helped Google avoid a breakup order. The judge said the government had not shown that divesting the ad technology business would repair competition more effectively than behavioral remedies, and that industry distrust alone is not enough to justify a breakup.

The Energy Security and Net Zero Committee of the UK Parliament has urged the government to remove the term net zero from the department's official title and to scale back its use in routine communications.

Citadel Securities Targets Asian Institutions for 24-Hour U.S. Stock Trading

Author

Citadel Securities is courting sovereign wealth funds, asset managers, insurers, and large banks in Asia to participate in its around-the-clock U.S. equity trading service.

Based in Miami, the firm began offering 24/7 U.S. stock trading in November of last year and is seeking to bring more non-U.S. institutional clients into extended-hours trading, a segment still led by retail activity.

The move comes as major U.S. exchanges contemplate longer trading windows, reflecting a broader shift toward continuous markets.

The New York Stock Exchange is evaluating a plan to allow some trading for about 23 hours a day, five days a week beginning in December, while Nasdaq has signaled a similar 23-hour weekday schedule.

Joseph Mecane, Citadel Securities' head of execution services, said the firm would connect to those venues once they operate 23 hours a day, five days a week, and the necessary infrastructure is in place, while continuing to provide trading as a single counterparty.

The company has been hiring to support growth in round-the-clock trading. Sina Finance reported that Citadel Securities has about 10 employees in Hong Kong handling sales and client service, and roughly 50 in the United States.

Mecane added that about 11% of U.S. stock trading volume occurs in premarket and after-hours sessions, and that Citadel Securities accounts for at least half of U.S. retail trading in the overnight window.

RBI Seen Selling Dollars to Support Rupee After Fed Rate Hike

Author

Traders say the Reserve Bank of India has been selling dollars in both onshore and offshore foreign-exchange markets to bolster the rupee.

The dollar rose 0.1% to 96.0963 per dollar, while the 1-month non-deliverable forward briefly gained about 0.2% before holding at 96.37.

The moves followed the Federal Reserve’s expected rate hike on Wednesday, with higher U.S. rates reducing the relative appeal of Indian bonds and other emerging-market assets.

Over the past several weeks, the RBI has continued intervening in the FX market, and the rupee has fallen more than 6% this year, underperforming other Asian currencies.

Cosmos Ventures Debuts $77.6M Fund I to Back AI-Era Institutional Builders

Author

Cosmos Ventures has unveiled Fund I, totaling $77.6 million, to back founders who aim to build institutions for the AI era. The early portfolio includes AIUC, Prime Intellect, and Workshop Labs, the latter of which was acquired by Thinking Machines, as well as an education company that has not been disclosed.

Brendan McCord, co-founder of Cosmos Institute and Cosmos Ventures, and Matt Mandel, who previously worked at Union Square Ventures, lead the new fund.

Limited partners in the vehicle include Reid Hoffman, Joe Liemandt, Stand Together, Fred Wilson, Micky Malka, and the Astera Institute.

Cosmos Ventures argues that AI presents the largest opportunity for institutional building since the founding of the United States, noting that AI challenges the traditional link between intelligence and humanity and leaves many needed institutions unbuilt. It describes founders for this era as philosopher-builders who must address normative questions machines cannot answer and embraces the motto Condere aude, meaning “dare to found.”
